I Have removed all the SPAM checks but still it quarantines the messages with following messages

Reserved content <SURBL Listing: overduemedia.com
(blacklisted.microworld)> present. Taking configured action on email
[Quarantining Mail].

How do I turn this off?

Go to c:\program files\Mailscan and edit mailscan.ini in notepad editor
and find for the below entry

SURBLDB=1

This entry is stored under [General] section

change the vaule of this entry from 1 to 0, so it will look like this

SURBLDB=0

Save the file and restart the Mailscan service once. This will resolve your problem.
