File Rights Issue in 2003 server

Can any one help me in how to get back File Rights Button in Escan Corporate 9.0.824.236, which is running on 2K3 server.
I tried below options, but there is no use...apart from these please let me know
verified Terminal services and disabled
Verified for Citrix in registry, which cause blocking of FileRights in Escan.
The main issue is the sality-AA is effected in this machine and disabled TASKMGR, REGEDIT and Also Safeboot. So how can I resolve this issue.
I already excuted 2 batch files for sality.
