eScan Web and Email Scanning option is not shown

I'm looking at the eScan Web and Email Scanning program for a reseller, but I'm having trouble getting it to filter web sites.
I've installed version 9.0.779.1 on a Windows 2003 Server.
I activated a trial version.
I opened up the Content Administrator and enabled the web page scanning with default settings(this reseller does not require the email scanning portion) setting the status to Active.
When I click Save I am prompted to "Please enable eMail/Web Scanning in eScan Updater for changes to take effect.
I OK this.
I right click on the green 'e' in the sys tray and choose Update options.
There is no option to enable the web and email scanning. Nor is this option available in the right click menu as it is in the other eScan editions.
I start up the browser and attempt to go to a site which should be blocked.. it allows access.
What am I missing here to get this to start filtering the web sites?
